CICSE nacio fuera de una necesidad de crear cambios en el sistema actual de educacion especificamente del idioma ingles Estamos convencidos de que Nuevo Leon puede ser mejor con un sistema de educacion que brinde mas oportunidades y mejores opciones para todos sus ciudadanos y al hacerlo todos triunfamos.
CICSE inicio en 2010, cuando el Lic. Ron Peck Aragon creo una escuela para la enseñanza del idioma ingles: US English Monterrey, la cual ofrece un programa en el que no solo es teorico sino tambien, proporcionar una ruta a la fluidez en el ingles hablado.
El programa tuvo exito inmediato porque ofrecia valido y eficaz la comunicacion en ingles. Las escuelas en el area metropolitana y en Nuevo Leon se centran en la enseñanza de la gramatica y las habilidades de comunicacion y pronunciacion, que son los mas importantes, no existen.
Pronto se dio cuenta de la magnitud del problema de la existente en la instruccion del idioma ingles, debido al volumen de personas que lo buscaban para ayudarles a mejorar su capacidad o para aprender a hablar ingles. Su trabajo como instructor en la Facultad de derecho de la Universidad de Nuevo Leon; confirma que efectivamente el problema era real y muy extensa que le causo una gran preocupacion y frustracion, lo que le llevo a tomar una accion positiva: ademas de enseñar Ingles hablado el decidio utilizar su recursos personales y asumir mayor parte de la responsabilidad y hacer algo positivo: ayudar a una pequeña parte de la poblacion que sufre las consecuencias de un sistema educativo que es precaria y luchar por un cambio efectivo en la instruccion del idioma ingles en Nuevo Leon. el cree que hacer algo por otra persona es un camino mas honorable y gratificante.

En el Centro de Instruccion and Certificacion de Ingles Hablado (CICSE) estamos de acuerdo con el Secretario, ¿Como va a cumplir los jovenes de Mexico con las demandas de este creciente mercado global? El hecho de no tomar la decision de cambiar el curriculo ahora, para hacer esa vuelta a la derecha dejara la “sangre de vida del futuro” sin la capacidad de competir en este mercado global. CICSE reconoce que la instruccion de la gramatica ha sido utilizada como los medios aceptados de la instruccion del idioma ingles en TODAS las escuelas publicas y privadas.
